The following, which was advanced to third reading from the April 26,          
1993, calendar (page 1536), was read the third time:                           
                                                                               
CS FOR HOUSE BILL NO. 124(FIN)                                                
"An Act establishing capital project matching grant programs for              
municipalities and unincorporated communities; and providing for               
an effective date."                                                            
                                                                               
Representative Sitton moved and asked unanimous consent that CSHB
124(FIN) be returned to second reading for the specific purpose of             
considering Amendment No. 2.                                                   
                                                                               
Representative Phillips objected.

Representative Vezey rose to a point of order stating that debate was          
out of order.                                                                  
                                                                               
The Speaker stated the point was well taken.
